Historical Development of NI Conservation Centre - Skopje and Its Competencies
On 19.03.1963, the People's Committee of the Municipality of Kale issued a Decision to establish the Institute for Protection of Cultural Monuments "Kale", with the aim of protecting cultural monuments in the territory of the Municipality of Kale.
On 24.11.1966, the City Assembly of Skopje assumed the founder's rights over the Institute for Protection of Cultural Monuments "Kale" with prior consent of the Assembly of the Municipality of Kale, and the Institute was renamed to the Institute for Protection of Cultural Monuments of the City of Skopje.
In 1978, following harmonization with the Law on Associated Labour, it was renamed to the Institute for Protection of Cultural Monuments of the City of Skopje C.O. Skopje.
On 21.05.2004, following the adoption of Decision No. 23-5574/1 of 22.12.2003 for determining the network of national institutions in the field of culture by the Government of the Republic of Macedonia and harmonization with the Law on Culture, the institution was renamed to National Institution - Institute for Protection of Cultural Monuments of the City of Skopje - Skopje.
The last change was made on 16.05.2005 when the institution was re-registered in accordance with the Law on Protection of Cultural Heritage and the name reads: Republic of Macedonia, National Institution, Conservation Centre - Skopje.
Competencies
According to the Law on Protection of Cultural Heritage, the institution performs the following activities:
- Studies, researches and processes with scientific methods the issues in the field of protection of immovable cultural heritage;
- Prepares expert reports for valorization and revalorization of immovable properties;
- Prepares conservation foundations for the needs of spatial and urban plans;
- Conducts archaeological research on objects that are subject to conservation;
- Conducts conservation research and other research activities for protection of immovable cultural heritage;
- Prepares conservation projects;
- Performs expert control of conservation projects prepared by other authorized legal and natural persons;
- Performs and organizes conservation-restoration and other activities of direct protection, regulation and presentation of protected immovable properties;
- Performs conservation and other types of expert supervision over the implementation of measures for protection of immovable cultural heritage in accordance with the Law on Protection of Cultural Heritage;
- Performs expert assessments and damage evaluation of protected immovable properties;
- Monitors the condition of immovable cultural heritage located in the territory of the municipalities for which it is locally competent and informs the Administration of any change to a protected property within two days of the date of ascertaining the change.
- Provides expert assistance to holders of protected properties;
- Publishes publications and promotes immovable cultural heritage and its protection;
- Performs direct protection of movable cultural heritage entrusted to it by the competent public institution for protection or by another holder of such property;
- Manages immovable cultural heritage in state ownership for which it has been granted the right of use;
- Performs other expert activities that are within its competence under the Law on Protection of Cultural Heritage as well as under other laws.
The Conservation Centre performs the above activities for the territory of the municipalities of the City of Skopje (Centar, Karposh, Gjorche Petrov, Saraj, Butel, Aerodrom, Chucher Sandevo, Chair, Shuto Orizari, Gazi Baba, Arachinovo, Ilinden, Petrovec, Zelenikovo, Studenichani, Sopishte and Kisela Voda).
